Samsung and RealD to co-develop new active-shutter 3D technology
It appears that the idea is that the active-shutter part will go into the TV itself - it will be an "Active-switching LCD". This will enable it to use cheap RealD glasses (like the ones used in the cinema) and also offer no resolution reduction. Samsung is already developing LCD displays based on the RDZ technology, and will demonstrate them during CES.

It's passive technology
I read the announcement, it's a passive polarized eyewear TV that uses active shutter technology in the display.
"Unlike patterned retarder based 3D display technologies that cut resolution in half or diminish brightness, RDZ 3D technology delivers full resolution high definition 3D images by adopting active shutter technology on the display".
So it's compared to patterned retarder and does this technique instead - passive polarized glasses use patterned retarder TV's.
